Health Cabinet Secretary Aden Duale has appeared before the National Assembly to address statements from Members of Parliament concerning the rollout of the Social Health Authority (SHA) and other pressing matters within the health sector.
During the session, held on Wednesday, April 16, 2025, Duale presented a detailed report on SHA’s implementation progress.
He revealed that 21.3 million Kenyans have already registered for SHA.
In addition, the CS emphasized that the new SHA health benefits package is more comprehensive and equitable than what was offered under the former NHIF scheme.
The CS also highlighted the importance of public awareness campaigns as part of key reforms to enhance SHA uptake, while acknowledging challenges in health sector management and regulation.

He further reiterated his commitment to enforce standards that will weed out unqualified medical practitioners and strengthen the delivery of affordable, accessible healthcare for all under the Universal Health Coverage (UHC) agenda.
Duale also spoke on the government’s ongoing investments in upgrading primary and community health facilities, aimed at decongesting referral hospitals and improving turnaround times for patient care across the country.
The CS reaffirmed the Ministry’s commitment to transparency, accountability, and the full rollout of the Taifa Care Model in alignment with the Bottom-Up Economic Transformation Agenda (BETA).
He was accompanied by Principal Secretary for Public Health and Professional Standards, Ms. Mary Muthoni, Director General for Health, Dr. Patrick Amoth, and other senior officials from the Ministry.
