Trans Nzoia County Executive Committee Members (CECMs) on Wednesday, November 19, 2025, committed to step up service delivery as they signed Performance Contracts with Governor George Natembeya.
The Executives who were flanked by their Chief Officers, directors and other technical officers vowed to implement the governor’s manifesto and the County Integrated development Plan (CIDP) to ensure better service delivery.
Speaking at the County Headquarters, the governor said chief officers had failed to take performance contracting seriously, despite signing commitments to deliver zero pending bills and follow established financial procedures.

He warned that when officers’ contracts lapse next January, those who will be unable to account for departmental failures ‘should not expect sympathy.’
Pending bills, he said, were being created across all departments and not by the finance office as often claimed but due to laxity or intent by unscrupulous officers only to fulfil their ill will, a matter he vowed to stomach no more.
He criticized Chief Officers who are the designated accounting officers for shifting blame to finance staff, yet their departments owed contractors.
A section of contractors and suppliers in Trans Nzoia County have been up in arms over delays in their payment.

It’s estimated that the county owes the contractors over Ksh 800 million.
The pending bill was among the issues raised when Natembeya appeared before the Senate Public Accounts and Investments Committee.
