A newly established task force on the operationalization of Uasin Gishu County Service Delivery Entities has intensified its activities as it seeks information from the national government, private entities, and experts on the best ways of making use of the machinery to deliver quality and efficient services to citizens.
The information gathered will inform the outcome of views and inputs that will come up with a final draft Bill on the operationalization of the available machinery and their use at the grass-root levels.
The committee will thereafter draft a bill that will be presented to the County Assembly for deliberation and adoption which will address financial and technical challenges faced by local contractors and besides, ensure quality service delivery by the available types of machinery.
The task force was formed by Governor Jackson Mandago, and it is mandated to ensure the realization of one of the county’s crucial objectives of improving and maintaining road networks and making them more accessible for locals to transport their produce to markets in the county and outside the region.
According to the Uasin Gishu County Chief Officer for Roads Julius Rotich, they have good machines which he noted the task force will work within the set timelines to come up with a draft Bill.
“The draft Bill intends to help come up with a framework that will guide on how the machines will be utilized by the devolved unit through leasing them at affordable rates to local contractors and also ensure the machines generate income to the county to reduce the cost of maintenance of the machines,” said Rotich.
Already the Mechanical and Transportation Division headquarters in Nairobi has adopted the leasing model for their machinery to private contractors – a move that has enabled them to earn millions of shillings which have made them more independent from the parent ministry.
The Sub-County Committee members led by their chairman Wesley Misoi, Uasin Gishu Public Service Board chairperson Francesca Boen, Chief Officer Roads Julius Rotich, and Roads Director Eng Benjamin Kirongo recently visited the headquarters in Nairobi for a bench-marking mission.
