Saboti Constituency Member of Parliament Caleb Amisi Luyai has slammed Treasury and National Planning Cabinet Secretary John Mbadi who insisted that the government will continue with the implementation of the Electronic Government Procurement (EGP) that was temporarily suspended by the High Court.
Speaking at St. Joseph’s Primary School in Matisi Ward during the commissioning of two Junior Secondary School classrooms, Amisi rubbished Mbadi’s insistence on use of EGP.

He termed the new system a scheme to block some traders from doing business with the government.
“Insisting that EGP must be used is discriminatory because not all businesspeople have access to electricity, computers and the internet. So we are saying EGP is a plan for Kasongo to control all government businesses in Kenya,” Amisi said.

The MP who is also a fierce critic of President William Ruto and his administration expressed his confidence that Ruto will be defeated in the 2027 Presidential election.
“We are going to re-write the history of this country that a President who will not perform will go for one term and it will begin with Ruto unless he performs,” Amisi said.
He also urged Kenyans to reject Senators who will oppose the Constitution Amendment Bill 2025 that seeks to entrench the National Government Constituencies Development Fund (NG-CDF), National Government Affirmative Action Fund (NG-AAF) and the Senate Oversight Fund.

The second term legislator elected on the Orange Democratic Movement (ODM) party also took a swipe at his party leader, Raila Odinga who has been advocating for transfer of NG-CDF to County Governments.
Amisi predicted that Odinga will lose his over three decades legacy if he continues to support Ruto and the unpopular Broad-based government.
Thereafter, the MP commissioned other classrooms funded by NG-CDF at Milembe primary school.
Earlier in the morning, the legislator hosted Malava Constituency DAP-K’s candidate, Seth Panyako in his residence.
