Senator Jackson Mandago Questions Uasin Gishu County’s Ksh 4.5 Billion Pending Bill, NYS Deal

Uasin Gishu Senator Jackson Mandago has put on the spot Governor Jonathan Bii Chelilim’s administration over pending bills running into billions of shillings.

Speaking before the floor of the Senate on Thursday, April 2, 2026, Mandago lamented that in barely three years of Chelilim’s leadership, the county has already accumulated a pending bill of more than Ksh 4.5 billion.

In my own county, I was surprised that they passed a supplementary budget with a pending bill of Ksh 4.5 billion. From the start of the session of this house, we have sent to Uasin Gishu more than Ksh 45 billion. How then in a period of three years can they incur a pending bill of Ksh 4.5 billion,” the senator said.

The former county boss also questioned the controversial road maintenance deal between the county and the National Youth Service (NYS).

Did NYS complete road maintenance works in Uasin Gishu?

He claimed NYS has since withdrawn their machinery without completing the work as contracted, and that the county was now asking contractors to do the road works before proper procurement.

What was the reason for bringing in NYS? Why has NYS left before completion of the work?” he asked.

Mandago made the remarks in a debate over the standoff between senators and governors. He insisted that county bosses must account for the public funds allocated to them.

He also demanded answers from the Controller of Budget for allowing re-allocation of funds from ongoing projects, leading to stalling and piling up pending bills.

We would like to know from the Controller of Budget how come counties make requisition, the funds are released for specific supplies, those suppliers are not paid, but suppliers whose payments have not been verified and approved are paid,” Mandago asked.

We also expect the Controller of Budget to be as firm as she is with the national government so that resources we sent are prudently utilised,” he added.
