David Mugonyi on Monday, January 15, 2024, assumed office as the new Director General of the Communications Authority of Kenya (CA).
Upon his arrival at the Authority’s headquarters at the CA Centre in Nairobi, Mugonyi met the Board of Directors led by Board Chairperson Mary Mungai during which he received the instruments of office from his predecessor, Christopher Wambua.
Wambua has been serving as an acting Director General since the resignation of Ezra Chilob in October 2023.
He is also the acting Chief Executive Officer of the Kenya Films and Classification Board (KFCB).
Later, the new DG had an extended tour of the CA Centre, meeting staff and appreciating the various regulatory tools.
He also met with the Management Committee.
Mugonyi was appointed on 20th December 2023 for a term of four years and became the 7th Director General since the establishment of the Authority in 1999.
Prior to his appointment, he was the Director of the Presidential Communications Service (PCS).
When was the Communications Authority of Kenya (CA) established?
The Communications Authority of Kenya is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services. The CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of users of ICT services.
It began its operations on 1 July 1999 as the Communications Commission of Kenya (CCK) after the split of the Kenya Posts and Telecommunications Corporation (KPTC).
In 2010, Kenya ushered in a new dispensation with the promulgation of the new Constitution. To ensure the ICT sector was aligned with the new constitution, the Kenya Information and Communications (Amendment) Act was passed in 2013, leading to the renaming of the Communications Commission of Kenya to the Communications Authority of Kenya (CA).
This change also came with the additional mandate of managing the country’s cyber security.
