Endebess Residents Back Bill Seeking to Entrench NG-CDF in Constitution

Hundreds of Endebess residents in Trans Nzoia county have expressed their support for a Constitution Amendment Bill that seeks to entrench in law the National Government Constituency Development Fund (NG-CDF), Affirmative Action Fund (NG-AAF) and the Senate Oversight Fund.

The bill is currently at the public participation forum.

Most of those who attended the forum on Monday, May 5, 2025 faulted the courts for declaring the NG-CDF unconstitutional.

Lucy Chebet, one of the residents from Chelalus village said NG-CDF should never be scrapped as it had helped to transform the education sector.

Impact on NG-CDF on Kenyan education sector

I neighbour Mt. Elgon National Park and before CDF was introduced, our boys used to hunt wild animals and our girls used to drop out of school and married off at the age of 12 years. That is not the case now, our children have gone to school and some are living well,” Chebet said.

Mustafa Evans, a resident of Njoro farm said anybody pushing for the scrapping of NG-CDF should be declared an enemy of people and should be sent to jail.

I am one of the first cohorts of the people who did KCSE in Kenya and the laboratory I did my practicals was built by CDF. We now have several scientists in our villages courtesy of CDF,” Mustafa stated.

Similar sentiments were shared by Mary Moraa from Nyakoiwana village.

She said NG-CDF has transformed the economy of all the 290 constituencies.

Before 2003 when the late President Mwai Kibaki introduced CDF, there were no roads and there were no schools in our area. Now, our roads are passable and our schools have gone to school courtesy of NG-CDF bursaries,” Moraa said in the first day of the nationwide public participation.

How NG-CDF has addressed insecurity in Endebess

Sifuna Barasa a resident of Salama area said NG-CDF has built police stations and chiefs offices and help reduce crime rates in Endebess Constituency.

Area Member of Parliament, Dr. Robert Pukose, enumerated some of the projects that have been constructed by the 22-year old development kitty.

We have 15 school buses, we have increased the number of primary schools from 40 to 65 and secondary schools to 25 from 7. Again all the schools have twin laboratories courtesy of NG-CDF, and we therefore ask that this fund should be increased from the current 2.5% to 5% of the National Government’s annual share,” Pukose stated.

The MP who is also vice chairperson of the budget committee in the National Assembly said the fund has reduced the number of drunkards in his area of jurisdiction.

The fund was established pursuant to the NG-CDF Act 2015 that was amended in 2016. The objective of the fund is to address poverty at grassroots level and enhancing regional equity in terms of development.
