Governor Natembeya Calls For Full Devolution of Agriculture as he Distributes Seed to Farmers

The national government should fully devolve agriculture as required by the law, Trans Nzoia Governor George Natembeya has said.

Natembeya on Friday, March 13, 2026, said agriculture is a fully devolved function, but the national government still retains most of the resources at the national level.

Can counties provide free fertiliser to farmers?

The governor said if the national government heeds the call, counties will be able to access fertiliser and supply it freely, together with free seeds.

The county boss spoke while issuing free seeds to residents of Motosiet Ward in Cherangany Sub-County.

He said his administration’s distribution of free seeds shows that free fertiliser distribution is possible if more agricultural funds are channelled to devolved units.

Natembeya added that the number of residents visiting his office to seek money to buy food has reduced due to the availability of free seeds.

He said the Free Mbegu initiative has increased food production.

How much is allocated to Trans Nzoia wards for development?

On development, Natembeya said his administration allocates an equal amount of money to every ward.

He dismissed claims that some wards are discriminated against.

Let nobody lie to you that some wards get less than others. I normally allocate Ksh 30 million for ward-specific projects in every ward,” said Natembeya.

On Thursday, Natembeya also distributed seeds in Sikhendu Ward, where 20,000 farmers received the farm input in readiness for the long-rains planting season.
