KMTC Seeks Inclusion in Tertiary Education Reforms, Equitable Student Funding

The Kenya Medical Training College (KMTC) has called for explicit recognition in the proposed tertiary education reforms and equitable access to government funding for its eligible students.

Appearing before the National Assembly’s Departmental Committee on Education in Nairobi on Tuesday, November 3, 2026, KMTC CEO Dr. Kelly Oluoch presented the College’s proposed amendments to the Tertiary Education, Placement and Funding Bill, 2026.

Accompanied by Corporation Secretary Caroline Muchina, Dr. Oluoch emphasised the need for the proposed legislation to recognise KMTC’s role in developing Kenya’s health workforce and reflect the distinctive requirements and costs of health professional training.

The College’s proposals included its inclusion in the definition of tertiary institutions, representation on relevant placement and education governance boards, and recognition of its programmes within the national student placement framework.

KMTC also called for equitable access to government funding for all eligible students. The proposals seek to ensure that placement and financing arrangements recognise the College’s training model and do not disadvantage eligible learners.

The presentation comes as the Committee, chaired by Tinderet MP Julius Melly, engages stakeholders on seven education sector Bills following public participation forums across all 47 counties.

In engagements that began on October 27, 2026, stakeholders raised concerns about access to education financing, protection of vulnerable learners, institutional governance and inclusion of persons with disabilities.

KMTC’s submission adds the perspective of health professional training to these wider deliberations.

The Committee will consider stakeholder submissions alongside views gathered during the county forums as it prepares its report on the Bills.
