President William Ruto has announced several changes to his administration for Principal Secretaries.
In a statement on Thursday, March 20, 2025, the state house announced that the head of state had nominated 14 new Principal Secretaries and reassigned 6 others.
Among those nominated are former Kenya Medical Practitioners, Pharmacists and Dentist Union (KMPDU) national secretary General Ouma Oluga and ODM director of elections Judith Pareno.
Olunga has been nominated to be the new Medical Services PS while Pareno will be in the Justice, Human Rights and Constitutional Affairs docket.

- Regina Akoth Ombam – Trade
- Cyrell Wagund Odede – Public Invesitment and Assets Management
- Caroline Wanjiru Karugu – East African Community Affairs
- Dr Oluga Fredrick Ouma – Medical Services
- Ahmed Abdisalan Ibrahim – National Government Co-ordination
- Judith Naiyai Pareno – Justice, Human Rights and Constitutional Affairs
- Dr Boniface Makokha – Economic Planning
- Prof Abdulrazak Shaukat – Science, Research and Innovation
- Stephen Isaboke – Broadcasting and Telecomunications
- Michael Lenasalon – Devolution
- Fikirini Katoi Kahindi Jacobs – Youth Affairs
- CPA Carren Ageng’o Achieng – Children Welfare Services
- Aden Abdi Millah – Shipping and Maritime Affairs
Which PSs have been re-assigned
Aside from the 14 new PS nominees, six others were moved to the new docket. Among those affected is Dr Bellio Kipsang who has been swapped with Prof Julius Bitok.
Kipsang has been in the Ministry of Education for over 15 years but will now move to a new docket.
Here’s a list of the new dockets for the reassigned PSs:
- Prof Julius Bitok – Basic Education
- Teresiah Mbaika – Aviation and Aerospace Development
- Ismael Madey – Special Programmes
- Harry Kimtai – Mining
- Elija Mwangi – Sports
- Dr Belio Kipsang – Immigration and Citizen Services
Meanwhile, the president has also announced appoiments of new ambassadors, consuls-general and deputy head of mission.
Susan Nakhumicha lands state job
Among those appointed is former Health Cabinet Secretary Susan Nakhumicha. She is the proposed new Parmanent Representative of Kenya to the United Nations Habitat Nairobi.
Others are Peter Tum who moves from being the Sports PS to Kenyan ambassador in the Democratic Republic of Congo as well as Alfred Ombudo who is the new Deputy Head of Mission in Brussells, Belgium
Ombudo was the Trade PS.
Meanwhile, Amos Gathecha has been promoted from Principal Secretary Public Service to Deputy Head of the Public Servic in the excutive office of the president while Prof Edward Kisiang’ani, who was ICT PS has been appointed senior advisor and member of President’s Council of Economic Advisors.
