The Moi Teaching and Referral Hospital Chief Executive Officer Dr Phillip Kirwa on Tuesday, July 15, 2025, appeared before the National Assembly’s Public Investment Committee to answer various audit queries on the Auditor-General’s report.
Dr Kirwa was accompanied by other top hospital officials during the session charged by committee chairperson Emanuel Wangwe.
Top audit query related to unsupported patient refunds amounting to Ksh 12.8 million.
The hospital clarified that the amounts related to unutilized deposits by patients and were properly supported and authorised.
However, the MTRH management assured the committee of plans to develop clear policy guidelines on patient refunds moving forward.
Regarding avoidable mileage allowances, the committee questioned the reimbursement of a board member’s travel using a personal vehicle.
The management explained that though flights from Garissa to Eldoret are generally more cost-effective, the board member opted for a personal car due to convenience, reliability, and security.
“Reimbursements were made at prevailing AA rates by government guidelines,” the MTRH CEO told the MPs.
MTRH to develop modern ICT infrastructure
In the ICT sector, Dr. Kirwa highlighted ongoing improvements, including the deployment of a modern network infrastructure, data centre, and an internally developed Enterprise Resource Planning (ERP) system.
He said an internal service level agreement is under approval to ensure accountability in ICT service delivery.
The committee also questioned the CEO about procurement and the hospital clarified that air ticketing services were competitively tendered in line with the Public Procurement and Asset Disposal Act, with four providers pre-qualified to serve different hospital departments.
In response to anomalies in police allowances, the hospital confirmed that police officers were deployed after a formal request, and are paid meal allowances based on SRC-approved rates due to long-hour coverage.
