Governors, Ministry of Health Agree on Roadmap to Transition UHC Staff to Permanent Scheme

The Council of Governors and Ministry of Health have settled the implementation of transitioning Universal Health Coverage (UHC) staff to permanent scheme of service.

This emerged from a meeting convened by Deputy President Prof. Kithure Kindiki in Nairobi on Monday, August 31, 2026, and attended by Health Cabinet Secretary Aden Duale alongside a host of governors.

According to Elgeyo Marakwet Governor Wisley Rotich, key among the matters discussed were the transfer of UHC staff to County Governments, implementation of resolutions arising from the 12th National and County Governments Summit on the payment of statutory deductions to the Social Health Authority (SHA), and the ongoing strikes.

We shall shortly be embarking on verification and conversion of UHC staff to permanent and pensionable terms at our county through the EMC County Public Service Board,” said Governor Rotich.

On a positive note, Governor Rotich said clinical officers in his Elgeyo Marakwet County have called off their strike and started working today (Monday).

The meeting provided an important platform for the National and County Governments, together with other stakeholders, to engage constructively and agree on practical measures to address the outstanding challenges.

We shall strengthen healthcare delivery, support our health workers, and ensure that our people continue to access quality, affordable and reliable health services,” said the governor.

Council of Governors Chairperson FCPA Ahmed Abdullahi, led the governors in attending the special meeting of the Intergovernmental Budget and Economic Council (IBEC) to deliberate on pressing issues affecting the health sector across the devolved units.
