Highlights of the 2023/2024 Uasin Gishu Budget

Uasin Gishu Finance and Economic Planning County Executive Committee Member Micha Rogony on Tuesday, presented before the County Assembly a budget statement, highlighting proposals of allocations to various sectors in the 2023/2024 financial year.

The CECM presented the statement on a day Members of County (MCAs) had resumed sittings a week after adjourning indefinitely in their push for better remuneration.

In his budget statement, Rogony named water, health, roads, education and agriculture as some of the priority areas in the Ksh9.8 billion budget.

Of the total budget, Uasin Gishu County is anticipating to receive Ksh8.4 billion from the National Government in form of equitable shareable revenue while the own-source revenue has been projected at Ksh1.1 billion.

A further Ksh278.8 million is expected as conditional grants.

According to the budget, the County has proposed Ksh6.8 billion to go towards recurrent expenditure and Ksh3 billion to be used on development projects which translates to 69 and 31 percent, respectively.

While breaking down spending priorities for the upcoming financial year, CECM Rogony revealed that the lion’s share of the budget will be allocated to Administration and Governance, Health as well as Infrastructure and ICT sectors.

Infrastructure and ICT

  • Ksh1.96 billion – Road network, increasing access to clean water, ICT, and conserving the environment and mitigating effects of climate change
  • Ksh462.9 million – Construction of roads
  • Ksh454 million – Community water supply projects

Agriculture, Rural and Urban Development Sector – Ksh1.3 billion

  • Ksh16 million – Promotion of high-value crops
  • Ksh17 million – Construction of a post-harvest storage facility at Moiben Sub-County
  • Ksh26 million – Development of an Agricultural Transformation Centre at Ainabkoi Sub-County
  • Ksh13.5 million – Purchase of vaccines
  • Ksh5.7 million – AI Services
  • Ksh5.2 million – Purchase of fingerlings, fish feeds and dam liners.

Economic and Commercial Affairs Sector – ksh501.7 million

  • Ksh250 million – Development of County Aggregated Industrial Park (CAIPs)
  • Ksh10.5 million – Construction and rehabilitation of retail markets and livestock auction yards
  • Ksh40 million – Loans to cooperatives

Health Services Sector – Ksh2.5 billion

  • Ksh7 million – Rehabilitation of health facilities
  • Ksh50 million – Construction and upgrading of health centres and dispensaries
  • Ksh145 million – Completion of Ziwa
  • Level 5 and Kesses Level 4 Hospitals
  • Ksh96 million – Construction of Turbo Level 4 and Moiben Level 3B hospitals.
  • Ksh212.5 million – Purchase of drugs and non-pharmaceutical supplies
  • Ksh5.5 million – Purchase of dental equipment

Education and Social Protection – Ksh1.176 billon

  • Ksh99 million – Development and equipping of ECDE facilities
  • Ksh72 million – School milk programme
