KMTC Joins Partners to Launch National eLearning Programme on Emergency Response Coordination

The Kenya Medical Training College (KMTC), in partnership with the Ministry of Health (MoH), the National Disaster Management Unit (NDMU), and the British High Commission, has launched the Kenya Multi-Agency Interoperability Awareness eLearning Programme.

Launched on Wednesday, July 1, 2026, in Nairobi, the programme aims to strengthen coordination and collaboration among emergency responders by equipping them with shared principles and practical skills for effective emergency preparedness and response.

Speaking during the launch, KMTC CEO Dr. Kelly Oluoch reaffirmed the College’s commitment to strengthening Kenya’s emergency medical workforce through competency-based training and innovation.

Strengthening the capacity of emergency responders through quality training and collaborative learning allows us to contribute to a more resilient and better-prepared Kenya,” he said, adding, “For many years, the College has trained Emergency Medical Technicians and continues to support the country’s emergency response needs through accessible, high-quality programmes.”

KMTC’s role in basic emergency response within communities

Dr. Oluoch noted that KMTC offers an Emergency Medical Technician (EMT) course via its eLearning platform, expanding access to emergency preparedness training nationwide.

He highlighted the College’s role in community preparedness through training boda boda riders in basic emergency response and first aid, equipping them with lifesaving skills as first responders at accident scenes and other emergencies.

During a panel discussion, Deputy Director, Academics, Dr. Nyawira Mwangi, highlighted the College’s integrated approach to training, combining digital learning with practical skills development.

She said KMTC is proud to contribute its expertise and experience to the partnership in building a skilled workforce for effective emergency response.

Deputy Director, National Disaster Management Unit, Mr. Samuel Mutunga, emphasised on strengthening inter-agency coordination, communication, and collaboration to improve emergency response and save lives.

Representing the British High Commission, Ms. Eduarda Mendonca Gray underscored the importance of partnerships in enhancing coordination and strengthening Kenya’s emergency response system.

Kenya’s e-learning programme on emergency response

Developed from the United Kingdom’s Joint Emergency Services Interoperability Principles (JESIP) and adapted to Kenya’s context, the eLearning programme builds on existing interoperability initiatives in policing, pre-hospital care, and multi-agency emergency preparedness.

Although initially developed through a counter-terrorism programme, it has broader application in disaster management, emergency medical services, humanitarian response, and recovery.

The programme also supports Kenya’s evolving National Disaster Risk Management framework by promoting a standardized approach to emergency response among national and county governments, health institutions, security agencies, and humanitarian partners.
