President William Ruto has officially broken ground for a massive KSh70 billion cement and clinker manufacturing plant by the Devki Group at Ngaaie in Mwingi North Constituency, Kitui County.
The mega-project aims to harness the area’s rich mineral potential to drive regional development and bolster the national economy.
According to President Ruto, the facility is expected to stimulate economic activity across lower Eastern Kenya by converting untapped natural resources into economic opportunities.

He said the construction phase alone is set to create 4,000 jobs, providing a major boost to local workers and suppliers.
The plant is scheduled for completion in August 2027, at which point it is projected to provide permanent direct employment to over 3,000 Kenyans while opening up broader commercial avenues for the surrounding communities.
Emphasising the economic impact of the project, President Ruto stated, “This major investment will transform the region’s abundant limestone deposits into industrial wealth, boost local businesses and create 4,000 jobs during construction.”

The investment aligns with the administration’s broader economic strategy to expand industrial capacity, reduce the nation’s import bill, and establish Kenya as a manufacturing hub for the region.
“Through strategic investments such as this, we will strengthen local manufacturing, reduce reliance on imports and turn Kenya into a leading exporter in East Africa and beyond,” Ruto added.
The government reaffirmed its commitment to fostering a favourable business climate and attracting similar large-scale private sector investments across various sectors.
