Elgeyo Marakwet Senator William Kisang has called on the Senate Committee on Roads, Transportation and Housing to account for prolonged delays in upgrading critical road infrastructure to bitumen standard in Elgeyo Marakwet and West Pokot counties.
The roads in question, including the Tot Junction–Chesegon–Kopasi River road, Tot–Kilang’ata road and the Chesogon loop, are essential for local trade and regional connectivity.
Senator Kisang sought clarity on the reasons behind these extensive delays, with the upgrade now languishing at less than 10% completion—three years after the project began.
The Senator also raised concerns over the contractor and resident engineer’s prolonged absence from the project site for the past three months, which he argues has further stalled progress.
In addition, Kisang questioned whether APEC Consortium, the appointed project consultant, has the requisite qualifications and capability to oversee and ensure the project’s success.
He pressed the Committee for details on the measures being implemented to guarantee timely completion, including specific construction and commissioning timelines, to reassure the impacted communities.
Local residents and businesses, already frustrated by the delays, hope this inquiry will expedite action and deliver the much-needed infrastructure upgrades to support economic growth and connectivity across the two counties.
