Uasin Gishu MCAs Pass Supplementary Budget, Scale Down Financial Allocation to Flagship Projects

Members of the Uasin Gishu County Assembly on Wednesday voted to approve the first Supplementary Budget submitted by the executive.

Chairperson of the Committee on Finance, Budget and Appropriations Samuel Sawe, while presenting a report on the supplementary budget, noted that it was prepared based on the need to scale down on projects that have no funds.

The committee noted that this was due to the under-collection of its source revenue and to cater for rollovers.

After lengthy deliberations in Mombasa in a whole hose meeting with County Executive, it was resolved that the County Executive scale down on flagship program to the tune of ksh500 million,” read part of the committee’s report that was approved.

Further, the MCAs agreed to scale down the Ward projects to the tune of Ksh150 million while the County Assembly ceded Ksh50 million on its Development Budget.

This is aimed at curing a problem that arose due to under collection of own-source revenue for the previous financial year since the inception of Devolved System of Governance,” the committee noted in the report.

Scaled-down projects

Among the flagship projects whose allocation has been scaled down include the construction of Ziwa, Kesses, Turbo and Moiben Sub County Hospitals.

Ksh105 million had initially been allocated for the construction of Ziwa Level V Hospital but the amount has since been scaled down to Ksh96 million.

An allocation for the construction of Kesses Hospital has been reduced from Ksh40 million to Ksh38 million while Ksh56 million has been allocated for the Turbo Sub County Hospital, down from the initial allocation of Ksh56 million.

Further, Ksh2 million has been slashed from the budgetary allocation for the construction of Moiben Level III Hospital. The project now has an allocation of Ksh38 million.

The supplementary budget has also seen an allocation for the establishment of the County Industrial Park at Cherunya scaled down by Ksh140 million.

Initially, Ksh250 million had been set aside but the project now has Ksh110 million.

Overall, the Supplementary Budget has a total of Ksh3.98 billion allocated to finance development programs for the Financial Year 2023/2024.
