Functions Transfer to Municipality Key Condition For KUSP 2 Qualification

The Municipality of Eldoret is set to be considered for the second phase of the Kenya Urban Support Programme (KUSP).

For the last few years, the municipality has been a key beneficiary of the World Bank-funded Programme.

On Thursday, Planner Solomon Ambwere, from the State Department of Housing and Urban Development met the Uasin Gishu County Executive team led by the County Secretary Edwin Bett, in a sensitization forum that addressed the conditions that must be met to enable the Municipality of Eldoret to qualify for the phase two of KUSP.

The programme intends to undertake various projects that have been devolved which include Transport, Trade, Public Works, Fire fighting, sanitation and cultural activities but the same have to be fully transferred to the Municipality for the Municipality to be considered in the funding,” said Abwere.

County Secretary Edwin Bett, in agreement said that the county had approved the Integrated Development Plan for the Municipality which will guide in programme implementation.

He also noted that the conditions for eligibility of the programme would be effected immediately.

KUSP to align with Uasin Gishu CIDP

County Executive Committee Member for Lands Dr. Janeth Kosgei further noted that the programme would align its support to projects outlined in the County Integrated Development Plan.

Accordingly, the Chair Municipality Board Julius Kitur, assured the national government officers of full corporation by the county leadership for the success of the programme including ensuring the full transfer of functions to the Municipality.

Public Service Management CECM Elijah Kosgey said the transfer of functions will be accompanied by transfer of staff with a compulsory inclusion of registered Planner, Engineer, Human Resource, Environment officer, Social safeguards Officer and a Procurement officer will be effected.

In his remarks, Municipality Manager Tito Koiyet noted that the success of projects undertaken in KUSP 1 placed Eldoret among the top 10 Municipalities in the Country in the programme.

We have an approved organogram by the County Assembly and a fully fledged staff establishment at the Municipality. We anticipate to meet the new conditions as we also have a CPCT team in place ready to implement the projects,” noted the Municipality Manager.

CECM Sports Eng. Lucy Ngendo and Chief Officers Housing and Urban Development Julius Koech, Economic Planning Victorine Kiay, Public Service Management’s Ambrose Tarus, Roads and Public Works Eng. Abraham Talam as well as Chief Of Staff Nicholas Chepkwony, were among the executive members present who appreciated the programme’s interventions in Eldoret.
