Nandi Senator Samson Cherargey has called for investigations into the alleged involvement of police officers in the seizure and repossession of property from defaulting debtors and their guarantors in Mosoriot Village, Chesumei Sub-County, Nandi County.
The Senator raised concern over reports that on 16th and 17th January 2026, police officers from Mosoriot Police Station raided homes of residents and confiscated dairy cows on account of alleged unpaid debt obligations.
He noted that the reported actions have caused anxiety among residents and raised serious concerns about the legality of police participation in civilian debt recovery processes.
Sen. Cherargey asked the Committee to provide a comprehensive update on the status of investigations into the incidents, including the agencies leading the investigations, timelines, and any interim or final findings.
He further sought clarification on whether the involvement of the police officers in the seizure and repossession of dairy cows was lawful and in compliance with existing legal and procedural frameworks governing enforcement and recovery of debts.
The Senator requested details of any disciplinary, administrative or criminal action taken against the officers involved, should investigations establish misconduct or abuse of authority.
Additionally, he asked the Committee to state the number of similar incidents reported by members of the public to the National Police Service (NPS) and the Independent Policing Oversight Authority (IPOA), together with the findings and status of investigations in each case.
Sen. Cherargey also called for information on the safeguards and oversight mechanisms currently in place to prevent misuse of police authority in civil debt recovery matters, including the enforcement measures supporting those safeguards and any gaps identified.
He emphasized the need to protect citizens from potential abuse of state power in private financial disputes and to ensure that law enforcement agencies operate strictly within the confines of the law.
