Governor Simon Kachapin on Monday, September 28, 2026, presided over the swearing-in of the newly appointed Chairperson and Members of the West Pokot County Public Service Board in a ceremony officiated by Kapenguria Principal Stellah Telewa.
The new board brings together a wealth of experience in public service, education, community leadership, governance and professional practice.
James Prosso Akudian – Chairperson
Akudian is a Public Health Consultant and career civil servant with nearly 30 years of experience in public sector leadership.
He holds a Master’s Degree in Public Health from Warwick Medical School in the UK and currently serves as a Director at the Clinical Officers Council of Kenya.
James Loyatem – Member
Pst. Loyatem is a theologian, minister and community leader with extensive experience in regional outreach, community mobilisation and community leadership across Trans Nzoia, Turkana, Baringo and West Pokot counties.
Emily Chepoghisyo – Member
Ms. Chepoghisyo is an educationist and public administrator who has served as a County Executive Committee Member in different portfolios and as a senior educator in the county.
David Yator Kiptum – Member
Kiptum is a community leader, Chairperson of the Kapenguria Municipality Board and Executive Director of the Sengwer Indigenous Community Trust.
He brings experience in advocacy, governance and public engagement.
Speaking during the ceremony, Governor Kachapin said the administration would continue to strengthen good governance, accountability and merit-based management of the county public service.
The new Board Chairperso said the Board’s first 100 days would focus on bringing together county departments to identify key challenges in the public service and chart a way forward, with particular attention to improving staff morale and performance.
The Board will play a key role in ensuring transparent recruitment, upholding integrity in the public service and strengthening the capacity of county institutions to deliver on the development agenda.
