Nandi County Government has officially launched a comprehensive Early Childhood Development Education (ECDE) support package targeting 41,600 learners across 800 centres, combining nutrition, uniforms and improved terms for teachers.
Governor Stephen Sang unveiled the programme on Wednesday, September 9, 2026, saying the county will provide fresh, locally produced milk to all ECDE learners twice a week.
According to the Governor, the milk will be sourced directly from Nandi’s cooperative societies, in a move designed to link classroom nutrition with the county’s dairy economy.

In a second intervention, the county has also launched an ECDE School Uniform Programme to be fully produced by the county-owned Nandi Textile Unit (NATEX).
The package also includes a major labour reform for ECDE tutors, with all teachers now placed on Permanent and Pensionable terms with remuneration standardized according to their cadres in line with Salaries and Remuneration Commission (SRC) guidelines.
Speaking during the launch, Governor Sang said the model was deliberate to keep county resources circulating within Nandi.
“We made a conscious decision that every shilling we spend on our children must also work for our farmers and our tailors. The milk a child drinks in Kabiyet must come from a farmer in Kabiyet, and the uniform that child wears must be stitched in Nandi,” he said.
Are Nandi ECDE teachers employed on permanent basis?
On the transition of teachers to permanent terms, the Governor said the county was correcting years of precarious employment in the sector.
“You cannot expect a teacher to nurture our children with dedication when they themselves are worried about whether they will have a contract next month. Giving them job security and dignity is the foundation of quality early learning,” Sang said.
He said the county is banking on early childhood investment to secure long-term human capital gains.
“We are investing in our children today to build a skilled, healthy and prosperous Nandi tomorrow,” Sang said.
