Uasin Gishu Deputy Governor Evans Kapkea believes digitization is the silver bullet in strengthening efficiency in service delivery.
Digital transformation, fronted by the Department of ICT and Innovation, is enabler pillar three in Governor Dr Jonathan Bii’s Nguzo Kumi.
During a familiarization meeting with the Department of Youth Affairs, Sports and ICT, Kapkea said digital transformation will be a positive impetus in delivering services.
“The world is changing at a swift pace and more services are being centralized in our phones or computers, this is the vision of H.E. The Governor.”
“As a government, we need to bring about more efficiency in delivering services, for example, a mother deep in the village should be able to dial a USSD for example, and book for veterinary services,” said Kapkea.
Importance of digitisation in service delivery
Further, the DG rooted for the digitization of more services and the creation of interfaces that are client-friendly.
“Our revenue systems are now digital and it is a rallying call that all of us work on strategies to make it more efficient for our electorate to get to us and access services,” he noted.
Also, the DG said the Department of Youth Affairs and Sports ought to re-engineer its programs to resonate with the changing paradigms in relation to the youthful generations.
He said that being a sports City, marketing and publicity as well as expansion of funding should be enough to make a bigger impact on the youth.
“Publicity of (sports) programs first will encourage partners and corporates to come in. A sports management company can come from Europe for example, to scout for talent.”
“This can only be made possible through media and publicity of an event in this case the Governor’s Cup (Football) Tournament, because as I assist the Governor,” added Kapkea.
DG Kapkea calls for synergy among departments
In addition, the Deputy Governor called for synergy among the departments as some mandates cut across. Cooperatives (loans to groups including youth), trade (business loans to youth), Agriculture (NAVCDP), and education (scholarships in the pipeline) have youth programs just as that of Youth Affairs.
“Synergy will give us better strategies, alignment of policies and financing of programs and projects.”
The familiarization exercise was facilitated by County Executive for Youth Affairs, Sports and ICT Eng Lucy Ng’endo, assisted by Chief Officers Felix Kimaru (ICT) and Mark Some (Youth Affairs and Sports).
Directors Charles Kapkiai (Governor’s Delivery Unit), Titus Kimaiyo, Albert Tarus and Dr Charles Nyabayo (ICT & Innovation), Nicholas Busienei, Meshack Chemwor, Henry Mukolwe and Viola Korir (Youth and Sports), officers Mercy Kiplagat and Faith Koech were in the meeting.
