Uasin Gishu Signs CBA With Clinical Officers as Union Insists Strike Is Still On

The County Government of Uasin Gishu has announced the signing of a Collective Bargaining Agreement (CBA) with the Kenya Union of Clinical Officers (KUCO), describing the move as a major step toward resolving a four-month-long industrial dispute that has disrupted healthcare services across the county.

In a public notice issued on November 4, 2026, the Department of Health Services said clinical officers had been on strike, demanding confirmation of Universal Health Coverage (UHC) staff to permanent and pensionable terms and improved remuneration.

The county said the signing of the CBA demonstrates its commitment to addressing the concerns raised by the healthcare workers and ending the stalemate.

“In a show of commitment, the County Government of Uasin Gishu has signed a Collective Bargaining Agreement (CBA), which is a crucial move towards clearing the stalemate that will see Clinical Officers resume duty,” the notice stated.

The county further described the agreement as a reassuring step and pledged that its provisions would be implemented fully, terming it a reflection of the government’s commitment to effective public service delivery.

However, despite the county’s announcement, the Kenya Union of Clinical Officers maintains that the strike remains in force.

Union officials have accused the county government of failing to sign a Return-to-Work Formula, which they say is necessary before clinical officers can officially resume their duties.

According to the union, while progress has been made through the signing of the CBA, the absence of a mutually signed return-to-work agreement means the industrial action has not been formally called off.

The latest developments highlight a continuing standoff between the two sides even as efforts to resolve the dispute gather momentum.

The strike, which has now lasted four months, has affected service delivery in public health facilities across Uasin Gishu, with patients forced to contend with reduced access to clinical services.

Both the county government and union officials are expected to continue engagements aimed at reaching a comprehensive settlement that would pave the way for the return of clinical officers to work and the restoration of normal healthcare services.
