Nandi Governor Stephen Sang has asked members of his cabinet and respective Chief Officers to ensure accountability and timely completion of projects and programs.
The Governor, who is keen on completing all stalled and ongoing projects during his final term, reiterated the need to ensure value for money on every project undertaken.
Speaking on Wednesday in Kapsabet during the signing of Performance Contracts (PCs), Governor Sang said adherence to these compliance agreements minimizes the risk of penalties, legal liabilities and reputational damage.
‘All projects must be completed and operationalized on time for our citizens to find value for every coin we spend as government,” said Sang. “If you deliver, you are likely to retain your job and be rewarded. The opposite is also very true if you do not deliver, the repercussion is also indicated in the Performance Contract,” he added.
In addition, he noted that Performance Contracts should be able to provide clarity, enhance efficiency, promote job satisfaction and enable objective decision-making.
“Going forward, we need to ensure all bills of quantities are properly prepared, fully adhered to and minimum or no variations will be entertained,” said Sang.
Revenue collection
He further indicated that revenue collection in the county was still at the lowest, and further asked departments led by County Executive Members (CECMs) to play a crucial role in collecting revenue by improving efficiency, timeliness and enforcement.
“CECMs must take the lead in this and I expect an improved increase in collections of own-source revenue,” said the Governor.
The County Secretary and Head of County Public Service Dr. Francis Sang said PCs are a great addition to the performance management system, adding that this will enhance accountability between CECMs, Chief Officers, Directors and staff under them.
“PCs establish clear expectations that staff across all cadres can use to take responsibility for their own performance,” said Dr Sang.
Present during this critical exercise were Nandi County Assembly Speaker Cheruiyot Meli, Majority Leader Walter Teno, Leader of Minority Eliud Kirongo, Majority Whip Julius Kipruto, Kapsabet Ward MCA Benjamin Koech as well as his Kiptuiya counterpart Geofrey Kevolwe.
The County Assembly leadership insisted on the need for those who signed the PCs to ensure they walk the talk and ensure government policies are implemented for the citizenry to benefit.
They further warned that they will not relent on their oversight roles and will stop at nothing to ensure services are brought closer to wananchi.
