Renowned teacher, musician, justice advocate and 2027 presidential aspirant Dr. Reuben Kigame has filed a petition challenging the recently ascended to Computer Misuse and Cybercrime (Amendment) Act, 2024.
The act was one of the eight controversial Bills signed into law by President William Ruto on October 15, 2025, the same day former Prime Minister Raila Amolo Odinga died
In his petition filed at the High Court, Dr. Kigame argues that the law was enacted in violation of constitutional requirements and Parliamentary Standing Orders.

He also noted that it poses a serious threat to key civil liberties.
Dr Kigame contends that the act unjustifiably infringes on several rights and freedoms guaranteed under the Constitution, including the right to equality and freedom from discrimination (Article 27), the right to privacy (Article 31), freedom of expression (Article 33), the freedom and independence of the media (Article 34), the right of access to information (Article 35), and the freedom of association (Article 36).
He also warns that if the law is allowed to stand, it will open the door to state overreach, censorship, unlawful surveillance, and intimidation of citizens, journalists, activists, and the wider online community.
Kenyans on social media have been expressing concerns over the act which was introduced in the National Assembly on September 10, 2024.
Sponsored by Wajir East Member of Parliament Aden Saudi, the new law empowers state to restrict access to websites or applications it considers as facilitating terrorism, child pornography, extreme religious indoctrination or cultural practises.
