The County Government of Uasin Gishu is keen on digitizing financial operations to bolster revenue collection, inject efficiency into operations and promote the management of funds.
The County, inspired by Governor Jonathan Bii’s Nguzo number 3 to raise revenue, is in the process of ensuring that financial collection operations are made cashless for the management of resources.
Speaking on Monday during the training of a new revenue collection system, Sisibo Pay, Governor Bii emphasized that his administration is working towards adopting an entirely cashless system.
Governor Bii reiterated that he is keen on digitizing systems for both efficiency and proper management of public resources.
“While the residents of Uasin Gishu pay their permits and land rates, it is our duty as government that we collect manage and use these public resources to provide water, roads and all other services to the public,” said Governor Bii.
“So basically, we are building and adopting systems where financial flows can be monitored and reconciliation can be done whenever all for purposes of management.”
Revenue collection target
The digitization process is also fundamentally engineered to inform actions as the county works towards raising Ksh2 billion in revenue collection, adds the Governor.
The county head added: “So (Sisibo Pay) comes in a journey of ensuring that we discourage cash for purposes of management of finances.”
Deputy Governor Eng John Barorot, said: “Digitization of financial systems enables us to get rid of issues that come along with handling cash.”
“Governor Bii’s government plans to get systems that will enable us to monitor logins and activities undertaken in the system.”
“So because our cardinal function as government is to provide services, we shall be customizing the system to be as efficient as possible while at the same time attaining management,” added the DG.
Assembly Speaker, Philip Muigei, said the legislature is working with the executive to improve services, digitization being among them.
Assembly’s leader of Majority, Julius Sang, and chair of the Finance Committee, Jonathan Ng’etich, also corroborated the speaker’s sentiments.
Digitised services
County Executive for Information Communication Technology (ICT) and Innovation, Eng Lucy Ng’endo said her department is working on plans to ensure that services in all departments are digitized.
Senior county officials including CECMs, Chief Officers and Directors attended attended the training.
Danson Muchemi, the Chief Executive Officer of Jambo Pay (developer of Sisibo Pay) said the system has an administrator dashboard that shows activities of revenue streams; money collected and what has been credited to the account.
The system will be launched soon.
