Eldoret: Auditor General Raises Red Flag over Delay in Completion of 64 Stadium

A report by the Auditor General has found the County Government of Uasin Gishu in breach of the law over the ongoing upgrade of 64 Stadium within the Eldoret Municipality.

In the 2023/2024 report published by the Office of the Auditor General, it was found that there was a delay in the completion of the Ksh350 million project.

The project jointly funded by the World Bank and the county was initially expected to be completed in August 2022. However, according to the Auditor General report, the contractor sought extensions to March 2024.

Physical inspection of the project conducted in August 2023 revealed that the contractor was on site, terraces were being constructed and grass which had been planted was being watered,” read part of the report seen by Uasin Gishu News.

However, the rerouting of electricity lines and water pipelines in the boundary of the stadium had not been done as per the bill of quantities,” it added.

No documentary evidence

In addition, there was no documentary evidence provided for audit review by the project implementation committee on the contract management plan and a risk register.

This was contrary to Regulation 138(1) and (2) of Public Procurement and Asset Disposal Regulations, 2020 which states that in the performance of its functions under Section 151(2) of the Act, the contract implementation team shall have a contract management plan that shall provide for review meetings,” noted the report.

Management did not provide minutes of the project implementation committee for review. In the circumstances, Management was in breach of the law,” it added.

The contract for the 64 Stadium upgrade was signed in April 2021 at a contract sum of Kshs.1,163,563,925.50 for sixty (60) weeks commencing from 14 June 2021 to 9 August 2022.

What is the current status of 64 Stadium?

As of January 2024, the County Government of Uasin Gishu said construction works on the stadium were at 72 per cent complete.

Ongoing works for various sections were also taking shape with the field having grass maintenance and preparation for laying of running track.

At the time, surveyors were also assessing the topography and soil conditions, identifying potential challenges and optimal routes for the sewer line.

Moreover, reinforcement works at the VIP podium were ongoing to ensure a stronger structure to enhance its durability and safety.
