Elgeyo Marakwet governor Wisely Rotich has established a critical office that will spearhead monitoring of his government programs.
Following the establishment, the governor has appointed Philemon Kipchumba Biwott to head the new directorate that will be situated at the governor’s office.
The governor’s Delivery Unit (GDU) will be the nerve Centre of government and its mandate is to improve the coordination of programs as well as to monitor, evaluate and report on progress.
In addition, Biwott will be responsible for tracking and reporting on the status of County Government project priorities and programs as well as the governor’s directives.
Problem-solving and providing practical interventions on government priority projects that are facing challenges or bottlenecks are also listed among the roles Mr Biwott is expected to discharge.
Other responsibilities include: Carrying out independent verification to determine the true Status of government projects being implemented in Sub County and Electoral Wards.
He will also be responsible for Public Awareness creation on the progress and achievements of County government priorities through the County Website, and digital and Print Media.

Biwott holds a Master’s degree in Strategic Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT), and a bachelor’s degree in Economics and Statistics from the University of Nairobi (UoN).
Until his appointment to the new docket, he was heading the Directorate of Enforcement where he will be succeeded by his deputy Richard Kilimo in an acting capacity.
